Start with the narrowest directory that matches the role. A city staff search should not begin in the recorder index. A past address should move to reverse directories. A current property-owner question should begin with the assessor and recorder trail, then move to public-record request channels if the online fields stop short.


Albany Government Directories

The City of Albany staff directory follows the city's department structure. Albany is a charter city with a council-manager form, five at-large council members, and eight departments under the City Manager. That matters because a directory search can be narrowed by department when a name is not known.

Albany Area University Directories

UC Berkeley is directly adjacent to Albany, so its directory can matter for Albany people directories when a person has campus ties. The UC Berkeley campus directory supports searches by name, phone, or email and is subject to noncommercial restrictions. UC Office of the President adds a directory search by first name, last name, department, and title.

The California Personnel Office Directory is different. It is not a full state employee directory. It lists personnel office contacts, phone numbers, email addresses, department or campus addresses, and agency codes. Use it to find the right state HR or personnel office, not to identify every state worker by name.

Albany Records as Directories

Some public records work like people directories because they connect names to places, filings, or roles. The Alameda County Clerk-Recorder index lists parties to recorded documents. For Albany property research, the online recorder index covers 1969 forward, while earlier real property records back to 1853 require in-person microfilm at the Clerk-Recorder's office.

The Alameda County Assessor property search is address and APN based, not a broad public owner-name search. Ownership information for a limited number of parcels may be requested by email or phone when the requester provides an address or parcel number. That makes the assessor useful for property-owner clues, while the recorder is stronger for grantor and grantee names in recorded documents.

Albany's city business-license administration moved to HdL Companies beginning October 27, 2025. Exact public search fields for the city business-license portal were not located in the official sources reviewed, so business-license records may need the HdL route or a city public-records request. The Solano Avenue Association also has a member and business directory, but Solano Avenue crosses Albany and Berkeley, so a listing may reflect the corridor more than a city boundary.

Note: For Solano Avenue businesses, check both Albany and Berkeley clues before treating a city label as final.

Historical Albany people directories are usually regional. The research did not locate a separate Albany-only city directory run, which is a useful finding. Because Albany is small and borders Berkeley and Oakland, older residents and businesses may appear in Oakland, Berkeley, Alameda County, or East Bay volumes.

The Albany Library Historical Photograph Collection is not a conventional directory, but it can identify people-rich local scenes. The collection came largely from Albany Historical Society material and includes schools, city council members, municipal government, streets, churches, dwellings, businesses, parades, railroads, retail stores, significant individuals, and community events.
